  • August 11: Lukashenko said that Belarus will continue to take Ukrainian children from Donbas, despite the criminal liability for this.
  • August 8: Russian independent internet outlet Verstka reported on Aug. 6 that the Russian Investigative Committee “took patronage” over Ukrainian children living in children’s homes throughout Russia, the Institute for the Study of War said in their latest update.
  • August 5: Russian troops and officials continue to deport Ukrainian children from the temporarily occupied territories of Ukraine under the guise of “vacations,” reported the ISW. The children, often referred to as the “stolen generation,” are commonly adopted by Russian families. They are then subjected to a process of indoctrination involving Russian propaganda, leading to the erasure of their Ukrainian heritage and separation from their immediate families.
  • August 3: Mykola Kuleba, the founder of the Save Ukraine fund and the former commissioner for children’s rights of Ukraine, reported that 10 Ukrainian children deported to the Russian Federation were returned to Ukraine.
  • August 2: In the temporarily occupied territories, the Russians presented a plan to take more than 10,000 local children on “rest”. Children are taken to camps in Dagestan, Chuvashia, Krasnodar Krai, etc. The project is overseen by the United Russia party of the international criminal Vladimir Putin. In the camps, children are subjected to ideological processing through propaganda concerts and “educational events.”
  • August 1: In her report, the Commissioner for Children’s Rights of the Russian Federation, Maria Lvova-Belova, stated that more than 700,000 children had been deported from Ukraine. Ukrainian Children’s Rights Commissioner Dariia Herasymchuk says that such a number of deported children does not correspond to reality and calls it “another way of Russian propaganda.”
  • July 31: Ukrainian President Volodymyr Zelenskiy is likely to head to New York in September for the United Nations General Assembly, where he is expected to make the case for his “peace formula” plan, according to people familiar with the matter.  Separately, the US could hold a Security Council meeting next month on child protection issues to coincide with Ukraine’s Independence Day, on Aug. 24, According to Bloomberg.

Advocacy advances

  1. The Regional Center for Human Rights issued a report detailing Belarus’ role in the involuntary expulsion of Ukrainian children. 
  2. Ukrainian Center for Human Rights ZMINA released a detailed report about the exact places where deported Ukrainian are taken to and held. The purpose of this report is to trace the methods and measures used by the Russian side for the forced transfer and deportation of protected persons who are in places of detention, based on information about the events that took place and continue to take place in the temporarily occupied territories of Ukraine.
  3. The Regional Center for Human Rights shared Guidelines for Journalists on Proper Interviewing a Minor Victim of Illegal Deportation/Forced Displacement
  4. At the meeting in Saudi Arabia, Ukrainian Ombudsman stressed on humanitarian issues and the forcible deportation of Ukrainian children by Russian troops to Russia and Belarus. He said that currently, Ukraine needs assistance and help from third countries in their return.
  5. Ombudsman Lubinets met with the Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Ukraine Kim Hyung Tae and discussed the problem of forced deportations of children. The ambassador also spoke with the returned children.
  6. US State Department spokesman Matthew Miller said at a press briefing that Russia should stop forcibly removing Ukrainian citizens, including children, from the territories occupied by it. He called such crimes one of the most terrible phenomena of this war.
