  • September 25: The Russian Ministry of Internal Affairs has declared the individuals leading the International Criminal Court as wanted, following the court’s issuance of an arrest warrant for President Putin in connection with the forced deportation of Ukrainian children.
  • September 22: Canada has implemented fresh sanctions against Russia, according to an announcement by Prime Minister Justin Trudeau. Trudeau specified that the list of sanctioned individuals comprises Russians who have played a role in the forced deportation of Ukrainian children.
  • September 19: Olena Zelenska delivered an address during the UN General Assembly High-Level event, a collaborative effort sponsored by Belgium, Estonia, Ukraine, the United States, and the European Union, focused on the plight of Ukrainian children. In her presentation, she underscored the pressing issue of repatriating Ukrainian children who had been forcibly deported to Russia.   • September 14: In a compelling testimony at The Hague, six Ukrainian children who were repatriated after being forcibly deported to Russia shared harrowing accounts of the atrocities they endured. Their poignant narratives were a part of the Ukrainian delegation’s participation in the Stolen Voices event, a crucial component of the Bring Kids Back UA action plan, which has received presidential approval.
  • September 13: The European Parliament suggests that the International Criminal Court (ICC) issue an arrest warrant for Lukashenko on the grounds of his involvement in the abduction of children from Ukraine. Members of the European Parliament (MEPs) have officially designated him as an accomplice to Russian war crimes in Ukraine. The European Parliament highlights the forcible deportation of “over 2,150 children, including orphans, from Ukraine’s territories under Russian occupation to so-called health camps in Belarus, where they undergo Russification and ideological indoctrination.”
  • September 12: The Metropolitan Opera has commissioned a play depicting the abduction of Ukrainian children by Russia, but it will only be ready for staging in approximately 4–5 years. The libretto for the opera will be penned by Ukrainian composer Maksym Kolomiets and American playwright George Brunt. The opera’s narrative will revolve around a mother’s harrowing and perilous quest to rescue her daughter, who is held in a Crimean camp during the occupation.

 

Advocacy advances

  1. Ombudsman Dmytro Lubinets has outlined the key objectives confronting Ukraine and the global community in response to the forced deportations of Ukrainians. These objectives encompass acknowledging Russia’s actions as constituting genocide; securing access to comprehensive lists of all deported and displaced children for both Ukraine and international organizations; establishing humanitarian corridors for the safe evacuation of civilians; employing OSINT methods to track the movements and whereabouts of deported or relocated children; and meticulously verifying and updating data pertaining to these children.
  2. Commissioner for Human Rights Dmytro Lubinets criticized the statement of the UN International Commission for Investigation of Violations in Ukraine that it still does not have sufficient evidence of genocide in Ukraine. The Ombudsman reminded that Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide defines five forms of genocide, the last of which is the forcible transfer of children from one ethnic group to another. According to official information from the Children of War portal, the Russians deported or forcibly relocated 19,546 Ukrainian children.
